The purpose of the Weatherization Assistance Program is to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential expenditures, and improve their health and safety. The priority population for the Weatherization Assistance Program is persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high-energy burden. Tribal Wildlife Grants 2011 (US Fish and Wildlife Service, US DOE)
Tribal Wildlife Grants are used to provide technical and financial assistance to tribes for the development and implementation of programs that benefit fish and wildlife resources and their habitat. Activities may include, but are not limited to, planning for wildlife and habitat conservation, fish and wildlife conservation and management actions, fish and wildlife related laboratory and field research, natural history studies, habitat mapping, field surveys and population monitoring, habitat preservation, conservation easements, and public education that is relevant to the project. Market-Based Approaches to Reducing GHG Emissions Through Energy Efficiency in Homes and Buildings (USEPA)
EPA’s Climate Protection Partnerships Division seeks proposals from eligible entities to advance national, regional, state, and local energy efficiency programming by using market-based approaches to program design and delivery by fostering information exchange on policies that support these approaches. Proposals must demonstrate the potential to create a sustainable change in the market for energy efficient products, services, and best practices. Federally recognized tribal governments are eligible. EPA anticipates awarding 10 grants ranging in value from $60,000 to $180,000 and up to 4 large cooperative agreements ranging in value from $300,000 to $1,200,000. Deadline: 9/2/10.

Community Environmental Demonstration Projects – Alaska (Alaska Native Tribal Health Consortium and RurAL CAP)
This initiative will support innovative projects that address approaches for enhancing human health and the environment of Tribal communities in rural Alaska. Black Carbon’s Role in Global to Local Scale Climate and Air Quality (US EPA)
EPA, as part of its Science to Achieve Results (STAR) program, is seeking applications proposing research into black carbon (BC), related co-pollutants, and other short lived climate forcers (SLCF) and their effects on climate change and air quality. EPA is interested in research that investigates the emission sources, the global to local scale emissions inventory, and applies modeling tools to assess BC, co-pollutants and other SLCF in a climate and air quality context. Applications may also evaluate the impact of long range transport of BC, co-pollutants and SLCF, or develop and assess metrics for comparing the impacts of BC, co-pollutants and SLCF simultaneously in a climate and air quality context on the time scale of a decade to a century. Grants up to $900,000. Federally recognized tribal governments are eligible. Deadline: 9/22/10.

EDA Global Climate Change Mitigation Incentive Fund (US Dept of Commerce)
The US Dept. of Commerce’s Economic Development Administration (EDA) advances economic growth by assisting communities experiencing chronic high unemployment and low per capita income to create an environment that fosters innovation, promotes entrepreneurship, and attracts increased private capital investment. EDA requests proposals for the following programs: Public Works, Planning, Local Technical Assistance, and Economic Adjustment Assistance. Under the Economic Adjustment Assistance program, EDA has allocated $14.7 million to the Global Climate Change Mitigation Incentive Fund, which supports projects that foster economic competitiveness while enhancing environmental quality.
