The Inter-Tribal Council of Michigan, Inc. (ITCMI) is seeking proposals from qualified organizations or consultants to support the planning, development, coordination, and facilitation of a quarterly energy webinar series for Michigan’s federally recognized Tribal Nations. This work is funded through the U.S. Department of Energy’s Office of Indian Energy as part of ITCMI’s Clean Energy Communication and Engagement Program. The webinar series will provide opportunities for Tribal staff, leaders, and partners to share knowledge, strengthen peer-to-peer learning, and connect with technical assistance providers and federal partners.
Project Purpose
The purpose of this project is to establish a recurring webinar series that supports ongoing collaboration and information sharing between meetings of the Michigan Tribal Energy Group (MTEG). The selected contractor will work closely with ITCMI staff and Tribal Energy Points of Contact to identify priority topics, develop engaging educational content, coordinate presenters, and facilitate webinar sessions.
Scope of Work
The selected contractor will:
- Collaborate with ITCMI staff and Michigan Tribal Energy Points of Contact to identify priority energy topics relevant to Tribal Nations.
- Design and organize virtual learning opportunities that encourage peer-to-peer learning and the sharing of Tribal energy best practices.
- Coordinate participation from the U.S. Department of Energy, other federal and state agencies, technical assistance providers, subject matter experts, and Tribal representatives, as appropriate.
- Develop agendas and webinar content that aligns with Tribal interests and current energy priorities.
- Coordinate with presenters to ensure presentations are well organized and prepared.
- Facilitate up to four (4) webinars annually.
- Manage webinar logistics, including registration support (if needed), speaker coordination, facilitation, audience engagement, and question-and-answer sessions.
- Provide recommendations for future webinar topics based on participant feedback.
- Submit brief summaries of each webinar, including attendance, discussion highlights, participant feedback, and recommendations.
Deliverables
At a minimum, the selected contractor will provide:
- Annual webinar work plan and proposed schedule.
- Development of webinar agendas and session materials.
- Coordination with speakers and presenters.
- Facilitation of up to four (4) webinars per year.
- Webinar recordings and presentation materials (when permitted by presenters).
- Summary report following each webinar.
- Final annual report summarizing activities, outcomes, participant engagement, and recommendations.
Qualifications
Proposals should demonstrate experience in:
- Tribal energy, climate, infrastructure, or related technical fields.
- Planning and facilitating virtual meetings or educational webinar series.
- Working with Tribal Nations, Tribal organizations, or Indigenous communities.
- Coordinating with federal agencies and technical assistance providers.
- Project management and stakeholder engagement.
Experience with Department of Energy programs is preferred but not required.

Proposals will be evaluated based on:

Period of Performance
The anticipated contract period is approximately one year, with the possibility of renewal based on funding availability and satisfactory performance.
